No junkyard or automobile graveyard shall be established or expanded, any portion
of which is within one thousand (1,000) feet of the nearest edge of the right-of-way
of any State secondary highway, County road, or other public road not regulated by
Act 640 of 1967 [Ark. Stat. Ann. § 76-2501 et seq.], unless such junkyard or automobile
graveyard shall be screened by natural objects, plantings, fences, or other appropriate
means so as not to be visible from the main traveled way of any such highway or road.
